    "The objective of this review and assessment is to provide guidance to create an implementable, economically feasible vision for the City and County of Honolulu's (City) lands and facilities within ʻEwa Villages, while retaining and promoting historic and cultural values, and continuing to meet the housing needs of the existing tenants. This report presents the results of a site assessment and a documentation review... In 1992, the ʻEwa Villages master plan was developed as a blueprint for providing homesteading opportunities to the existing tenants residing in Renton, Tenney and Varona Village. In 2010, PBR Hawaii & Associates, Inc. was contracted to conduct a review and assessment of ʻEwa Village, utilizing the ʻEwa Villages master plan as the basis of the evaluation. This report includes community consultation and input from public agencies and key stakeholders."--Introduction.
